Leonida is the fictional state that contains Vice City. Its existence is what makes Grand Theft Auto VI a state-scale game rather than a city-scale one.
Rockstar’s Only in Leonida page names six regions: Vice City, the Leonida Keys, Grassrivers, Port Gellhorn, Ambrosia and Mount Kalaga. The names are official; what each region looks like, and how large it is, is not something that page establishes.
Why the distinction matters for everything else
A state setting is the load-bearing assumption under most of the map-size speculation. Rockstar has now said the map is its biggest, about twice GTA V’s; it has still not given an area, so the square-mile figures in circulation remain estimates.
